I think it was in Lunagrant Forest

Level 40 map.

Moved to Beginner's Guide.

or get 10 blocks of copper ore, and head up to City of Oblivion and talk to Grummie (NPC) who will give you one in exchange. He walks around inside the city

I think there's a minimum level though...

anyway you might be able to find it in sea too...heard that someone got a few from somewhere in sea (reliable source)
